Improved animal health services provision in Andhra Pradesh, India has been identified as a key contributor to pro-poor livestock service delivery reform. This paper discusses the issues faced by veterinary workers, based on their own testimonies. The constraints to development are numerous: human resources, finance, policy, administration and education. Recommendations for continued improvement are made.
