This is a presentation and overview of disaster risk financing options for governments and of World Bank disaster risk financing projects. This presentation emphasizes a comprehensive risk management framework for governments and discusses Ex-Post financing and Ex-ante financing as well as detailing a schematic allocation of sovereign catastrophe risk by sources of risk financing and available World Bank instruments including: contingent debt (CAT DDO), government insurance, insurance linked securities, reinsurance, and government insurance pools. Disaster finance in developing countries and insurance are particularly emphasized. The presentation also includes detailed graphs of disaster risk financing and illustration of proposals for financial designs for disaster risk financing.
