This briefing note details how insurance can be a good augmenting tool for poverty alleviation as opposed to the Kenyan government’s, in partnership with the United Kingdom’s Department for International Development, Hunger Safety Net Program (HSNP). While these cash transfers to alleviate poverty could improve the capacity of beneficiary households to meet immediate needs, in combination with a shock such as natural disaster, it will be difficult for these cash transfers to raise the poor out of the increased poverty they inevitably face in times of production shocks.
